In recognition of the historic and systemic disadvantages that have affected African Americans, Native Americans, and any American born citizen directly descended from individuals who were enslaved in the USA, the “Uniting America: Equity and Restorative Justice Initiative” seeks to foster a more inclusive, unified, and equitable society. This initiative will implement a series of support structures and incentives, commencing immediately and extending indefinitely, to address historic injustices and promote social equity for American born citizens who were born before the year 2025.

1.         Eligibility: American born citizens who can trace their ancestral blood line directly to any people who were enslaved in the USA, or those who are registered members of recognized Native American tribes, and born before 2025. To qualify for the monthly payments, recipients must pass a standardized drug test, which is administered as part of the application process.

2.         Payment Structure: Eligible individuals will receive monthly payments that aim to economically empower them and their communities.

3.         Family Unit Incentives: Extra incentives will be available for family units, fostering economic stability and growth within families. These incentives may include but are not limited to increased monthly payments, housing and food assistance, and educational support.

4.         Funding: Funding for these payments will be derived from a designated Fund for Unity and Equity, financed through a combination of government appropriations and contributions from private sector partnerships.

            1.         Tuition Waiver: Eligible individuals will be entitled to a tuition waiver for undergraduate and graduate programs at public institutions within the country.

            2.         Skill Development and Training: Centers will be established to offer skill development and vocational training programs in various fields.

            3.         Research Grants: The initiative will encourage research into African American and Native American history, culture, and contributions through special grants and fellowships.

            1.         Home Ownership Incentives: The initiative will develop programs that assist eligible individuals in acquiring homes, including down-payment assistance and low-interest mortgage options.

            2.         Business Grants and Loans: A fund will be established to support businesses owned by African Americans and Native Americans, offering grants and low-interest loans to foster entrepreneurship and economic growth.

            3.         Healthcare Support: Healthcare programs will be created to focus on improving the health outcomes in African American and Native American communities, including free preventive healthcare services.

            1.         Implementation: A designated government agency will be responsible for the implementation of the initiative, working closely with community organizations and leaders.

            2.         Oversight: A bipartisan commission will be formed to oversee the implementation of the initiative, ensuring transparency and efficacy in the distribution of resources and benefits.

            3.         Evaluation and Adaptation: Mechanisms will be established for periodic evaluation of the initiative and necessary adaptations based on feedback and changing circumstances.
