The act emphasizes corporate responsibility among corporations with annual gross revenues exceeding $200 million. It mandates these corporations to provide annual reports on their efforts to support small businesses, disclose all forms of executive compensation, transparent accounting for all business expenses, foreign accounts and spending, charitable donations and contributions, as well as commitment to sustainability practices, and establish Corporate Responsibility Offices to oversee compliance.
Non-compliance with these provisions results in significant fines and penalties, with funds directed to the Small Business Empowerment Fund. Furthermore, corporate welfare programs, tax breaks, and subsidies for such large corporations are eliminated.
